Rule 109
Plenary meeting

(1) There will be a full meeting in the court consisting of the Chief Justice and other judges of the court to make policy decisions related to the administration of justice other than the work of giving justice in case matters.
(2) The Chief Registrar shall act as member-secretary in the plenary meeting.
(3) The work, duties and rights of the full meeting shall be as follows:-
(a) To make policy decisions regarding administration of justice and court management (B) Approving the regulations made by the court in accordance with the Act and prevailing laws,
(c) Approving the Judiciary's periodic strategic plan,
(d) To make any legal provision relating to the administration of justice or to give advice on the amendment or change of any such legal provision,
(e) To approve the annual report of the court,
(f) To grant the title of senior advocate to any advocate in accordance with the Nepal Legal Practitioners Council Act, 2050,
(g) To decide on other contemporary matters.
(4) The registrar should submit a report to the full meeting for open discussion with the details of the reasons for not being able to decide on the old cases that are yet to be decided or for those that have been decided.
(5) If it is deemed necessary to further study and investigate a matter submitted to the full meeting, the full meeting may form a committee or task force of two or more judges and ask them to submit a report within a specified period.
(6) The Chief Registrar shall be the secretary of the committee or working group constituted as per sub-rule (5).
